Problems for Joost in the UK?

According to Digital TX, one of the biggest problems Joost faces is in the UK, where many of the top ISPs are already planning on their own video on demand content services. Not only that, ISPs can limit bandwidth on certain applications and many have a 1GB monthly download cap. A movie would take up half the monthly cap. Would the UK ISPs allow Users to use all their bandwidth for a service, like Joost, which would be a direct competition to their own services in the future?
